A very creative image, the tilted framing offers us a good perspective of this interesting architecture towards the sky.
The obtained result is effective and has a good visual attraction.

PS: The answer to your question: the small black frame and another white frame I add them in Photoshop, by means of the Canvas Size, giving a thickness relative to the size in that I am interested.
Later I add the title.

It is interesting to see this type of building in China. There are ones that look like it here in NYC. I like your tilted presentation, as the building reaches for the sky.
