Terrific photo! I had seen such clouds twice before. Once it was in Canada, while driving from Toronto towards north to Algonquin National Park. The second time was in northern California-Nevada border in the high desert country. Unfortunately I could not take photos on either of those times as I did not have film in my camera. I don't know how they form, but I suspect that aircraft contrails might be involved. In both of those places I had seen military jets flying low.

Good evening. In fact clouds are formed while the wind blows according to the configuration of this place, on the photograph the relief causes this phenomenon only when the wind blows of west.
