I was immediately attracted to the unusual pattern along the shore wall, very different and unusual colors, especially the deep blues.

That's a blue-green algae, also called (in the literature) black-tar lichen. It doesn't look like a lichen to me. It's slimy and slick, which says blue-green algae. Since I've found both references in the literature, I'm not sure what to call it. I love the ribbons of life in the intertidal zones, though. Beautiful aren't they?
