Photographer's Note

I think this is pampas grass that is used ornamentally in western PA. Its scientific name is cortaderia selloana and it is a flowering plant native to southern South America, including the Pampas region from where its common name comes. The plant was introduced to Europe, North America, and Australia as an ornamental grass and, to a lesser extent, to provide food for grazing animals. The feathery flower head plumes, when dried, are widely used in flower arrangements and other ornamental displays.

I saw this at the entrance to Wampum Underground Commerce Center, which is an abandoned mine now used as a warehouse and for vehicle storage.
